Tokayev blames officers' criminal incompetence for Caspian exercise deaths

ASTANA. Sept 28 (Interfax-Kazakhstan) - Kazakh President Kassym-Jomart Tokayev has blamed the deaths of service members during naval exercises in the Caspian Sea on officers' criminal incompetence and demanded that the causes be established.
